    No you are not getting ripped off it fluxiates due to how many comps are hooked to the internet and how many people are using the service. Impaying for 3 MB and Im only getting like 1.7MB

    Nope, 5MB rate is raw, but the benchmark that you ran is measuring the part that left over after all the network overhead and protocol overhead occupies.
